CBYSA GENERAL RULES OF PLAY
ALL LEVELS AND AGES
EXCEPTIONS AND ADDITIONS
TO FIFA LAWS
(Revised September, 2008) 
 

EXCEPTIONS

A. CBYSA defers to STYSA for any rules not specifically listed here.

B. Any item not covered by these rules and regulations will be decided upon by the Board of Directors.

C. Any exceptions to these rules and regulations must be approved by the Board of Directors and/or D&P Committee.

D. Except as otherwise noted in these or STYSA's rules, FIFA LAWS will govern the play of all games in STYSA and CBYSA Competitions for youth play.

5.0.       AGE GROUPS
Age groups are determined by the player’s age as of midnight, July 31, of the year in which the player could be registered with STYSA for Fall season play.   CBYSA recognizes the age groups as follows:
 
Under 19 years of age
Under 18 years of age
Under 17 years of age
Under 16 years of age
Under 15 years of age
Under 14 years of age
Under 13 years of age
Under 12 years of age
Under 11 years of age
Under 10 years of age
Under   8 years of age
Under   6 years of age
 
Any coach or assistant coach who is responsible for knowingly playing an ineligible player will be subject to suspension from participation in any STYSA/CBYSA sanctioned program.
 
5.1 SPECIAL RULES OF PLAY
UNDER 13 – UNDER 19 AGE GROUPS
(Exceptions and Additions to FIFA Laws)
 
5.1.1.    Age Group
A.   A player with his / her parent’s and coach’s written permission and in compliance with the local association’s/club’s/league’s playing rules, may play in an older age group; however,
 
B.   Except as provided herein, no player may play in a younger age group than the age group for which he/she is
eligible.   If a medical condition exists (substantiated in writing by a licensed physician) that will prohibit or severely hinder a player from playing in his/her own age group, that player may seek special approval from his/her local association/club/league board and CBYSA to allow the player to play down in a younger age group.   All requests must be submitted to and approved by the STYSA Executive Committee prior to the player’s first game.
 
5.1.2.    Law 1 – The Field of Play; Technical Areas
A.   The U13 through U19 age groups shall have a field whose width is between 50 yards and 100 yards and whose length is between 100 yards and 130 yards.   The recommended width is 55 yards to 70 yards and the recommended length is 110 yards to 130 yards.   The association/club/ league which controls the fields shall determine the location of the teams, players, coaches, fans and supporters in relation to the field and each other and of the Technical Area in compliance with applicable CBYSA, STYSA and FIFA Laws, decisions and recommendation
 
B.     For U13 through U19 only.   If there is a Technical Area marked for each team, it will include, but not
be limited to, that team’s “bench area.”   Coaches, players, and eligible adults permitted to be present with the team must remain within the markings and within their half, except for substitution and warm-up.   If both teams are assigned to one side of the field, only coaches, players, and eligible adults permitted to be present with the team may be within the Technical Area.
 
5.1.3.    Law II - The Ball
The size of the ball should be as follows:
Under-19 = Size 5 Ball
Under-18 = Size 5 Ball
Under-17 = Size 5 Ball
Under-16 = Size 5 Ball
Under-15 = Size 5 Ball
Under-14 = Size 5 Ball
Under-13 = Size 5 Ball
 
5.1.4.    Law III - Number of Players
5.1.4.1. No U13 through U16 team shall be allowed more than eighteen (18), or less than seven (7) registered players at any given time. The minimum number of players on the field to start the game shall be seven (7).
 
No U17 through U19 team shall be allowed more than twenty-two (22), or less than seven (7) registered players at any given time. The minimum number of players on the field to start the game shall be seven (7). The maximum number of players in uniform and eligible to play at any one game shall be eighteen (18).
 
5.1.4.2. Substitutions shall be unlimited with the following constraints:
For all Super II, Division II, Division III and Division IV competitions, coaches must make every effort to play each registered player present at least 50% of the game unless unable to do so due to player’s illness or injury or for disciplinary reasons to include:       
A. Player’s unexcused absence from mandatory practices
B. Player’s misconduct deemed not exemplary to the game.   Player’s arriving at a game after the game is in progress (if arriving prior to the start of the second half 50% player participation rule applies in the second half only. If arriving after the start of the second half, 50% player participation rule does not apply).
C. Player receiving a red card (ejection) during the game, will sit out the next scheduled game. No substitution is allowed for a player who is sent off (ejected-issued a red card)   during a game. The team will play short the remainder of the game. The game card for the next scheduled game should indicate the player who is not participating due to the previous ejection.
 
In the event that a player is present but will not be playing at least 50% of the game, the coach must inform the referee, opposing coach and note the reason and name of the player sitting out on the game card prior to the start of the game.
                        
The 50% playing rule may be set aside in open division competition (i.e. tournaments or playoffs) against Division I teams (not bound to a 50% player participation rule).
         
Violation of the 50% playing rule may be referred to the CBYSA Executive Committee.
 
5.1.4.3.   The prior permission of the referee is required in order to make any substitution at any time, except as follows:
**   On a throw-in (by the team in possession)
**   On a goal kick (by either team)
**   After any goal (by either team)
**   After stoppage of play for an injury (by either team)      
**   At half time (by either team)
**   After a caution (the player receiving the caution)
 
5.1.5.    Law IV – Equipment
5.1.5.1. All players will wear shin guards which are commercially produced, age appropriate and specifically   designed to provide protection to the shins at all times during practices, scrimmages, and games.
                      
5.1.5.2. No player will be allowed to play with a hard cast (padded or otherwise), or will any player be allowed to play with any brace (knee or otherwise) that contains exposed metal or hard plastics, unless it is wrapped with a minimum of ½ inch high-density foam wrapping or the manufacturer’s recommended protective coating.
 
5.1.5.3. Players may wear sliding, bike, cyclist or tight fitting pants which do not extend below the top of the knee and are the same color as the shorts. This does not prohibit players from wearing loose fitting, long-legged sweat pants, tights, long sleeve shirts under jerseys or goalkeepers from wearing goalkeeper pants which may be tight and have padding. All players on a team should have identical jerseys or shirts (with numbers), shorts of similar color, and similar stockings if the team is going to play in inter or intra-association play.
 
5.1.5.4. Bandannas of any style may not be worn during any game. Players may not wear a bandanna either on their heads, legs or arms.
 
5.1.5.5. All jewelry is prohibited during games within CBYSA’s jurisdiction in all Divisions I-II-III-IV and Super II.
 
5.1.5.6 CBYSAis responsible for establishing a system of yearly inspection of goals utilized by its’ member clubs, leagues and associations in accordance with the standardized procedure of inspection established by STYSA.   A statement shall be provided to STYSA with the submission of Initial Fall registration that the goals have been inspected prior to the beginning of the Fall season and found to be in safe condition. The statement shall be signed by an officer of the Executive Committee of CBYSA. CBYSA requires that each association/ club/league provide a statement with the submission of Initial Fall Registration to the CBYSA Registrar that their goals have been inspected prior to the Fall season, and found to be in a safe condition.   Any association/club/league failing to comply with the requirement is not in good standing.
 
5.1.6.    Law V – Referee
The referee’s judgment decisions shall be final in all matters concerning the rules governing the playing of the game, the playability of the field and the appropriateness of the uniforms. At the completion of the game, the referee shall have each coach sign the game card and submit the game card to the proper CBYSA representative in accordance with the policies & procedures.
 
It shall be the duty of the referee to declare a forfeit in the event that a team has less than the required minimum number of players on the field ready to play within 15 minutes after the game was scheduled to start. If neither team has the required number, it shall be a double forfeit and shall be scored as a loss for both teams.   In the event the referee rules the field is not playable, or that the uniforms are inappropriate, then he should note these facts on the game card and have each coach sign it.
 
A game card will be completed by the referee for all play within CBYSA. This card will, at a minimum, contain the following:
 
**Club/league/association age group, division, game location, date, game time.
**Team names and final score.
**Cautions (yellow cards) or ejections (red cards) issued, by team with player / name.
**Any protest noted and brief basis for those protests.
 
These game cards are to be retained through the end of the District or CBYSA Tournaments.
 
Disputes must be noted on the referee’s game card and a complete description of the incident shall be submitted to the appropriate Disciplinary and Protest Representative.
 
Host associations/clubs/leagues shall provide referees for inter-and intra-association play in the following manner: 
Division III: Certified Center (may utilize club linesmen)
Division II:   (U11-U14): Certified Center & Certified Assistants
Center must be two (2) age groups older when both teams are the same age.
Assistant Referees must be at least the same age as the teams playing when both teams are the same age.
Center must be two (2) age groups older than the older team when both teams are of different ages.
Assistant Referees must be the same age as the oldest team playing.
Division II: (U15-U19): Certified Center & Certified Assistants
Center must be an Adult (18 yrs or older),
Assistant Referees must be at least the age of the Team playing when both teams are the same age. If two teams are not the same age,  Assistant Referees must be at least 15 years old.

Note: If the proper certified referees are not provided by the host association/club/league, the game should be rescheduled. If both team’s coaches and/or representatives accept the referees, the game will stand as is and cannot be protested due to the lack of certification. If the game must be rescheduled at the visiting team field, the home team remains responsible for the referee fees, and the visiting team’s home fields normal fees.

 
No assignment of an individual, who has a direct relationship with the team shall be made. A direct relationship would include but not be limited to, an immediate family member including parent, sibling, grandparent, aunt, uncle, niece and/or nephew (biological, adoptive, half and/or step), or any member of the team’s coaching staff.
 
*Teams that are the same age group (i.e., U13 vs. U13)
 
5.1.7.  Law VII - Duration of the Game
The duration of the games shall be as follows:
Under-19 = two 45-minute halves
Under-18 = two 45-minute halves
Under-17 = two 45-minute halves
Under-16 = two 40-minute halves
Under-15 = two 40-minute halves
Under-14 = two 35-minute halves
Under-13 = two 35-minute halves
          
The half-time interval shall be five (5) minutes.
 
5.1.8.  Law XII - Fouls and Misconduct
The FIFA Law with respect to the charging of the goalkeeper shall not apply in youth play. There shall be no charging of the goalkeeper, fairly or unfairly, in STYSA sanctioned competition. Any such act will be considered “dangerous play” at the least and punished accordingly.
 
5.1.9.    Home Team
The home team is the first team listed on the schedule and will be responsible for providing a proper sized game ball(s) and game card. If there is a color conflict in jersey color, it will be the home team’s responsibility to change to an alternate jersey. 
 
5.1.10. Inclement Weather Rule
A.   A game that is suspended before the beginning of the second half shall be replayed in its entirety.
B.   Agame that is terminated after the beginning of the second half shall be considered afull game.
C.   Prior to the start of a play, it will be the responsibility of the association/club/league representative to determine if play is to be postponed. After play has started, it will be the responsibility of the head referee or game referee to suspend play or terminate the game.
D.   All games suspended due to inclement weather, shall be rescheduled through the league coordinators and the CBYSA 3rd Vice President.
 
5.1.11. Forfeit Policy
A.   A game shall be considered a forfeit by a team if that team fails to field the minimum number of players as outlined for their age group within 15 minutes of the scheduled game time.
B.   If a coach removes his/her team from the field prior to the end of the game, that team will forfeit the game regardless of the score at the time. The game will not be rescheduled.
C.   All teams who forfeit will be subject to CBYSA Executive Committee review.
D. A forfeit is scored 3-0.
 
5.1.12.   Scoring Policy
All CBYSA competitions will be scored using the following system(*note exception below)
A.    Three (3) points for a win.
B.    One (1) point for a tie; and
C.    Zero (0) points for a loss.
 
*Tournaments are exempted from this ruling.
 
5.1.13. Tie Breakers
In the event ties exist in the standings at the end of a competitive or a stage of a competition and the ties mush be broken to determine which teams advance to State or Bracket Playoffs and/or distribution of awards, the following procedures will be used:

A.    Result of head to head competition during the competition or a stage of the competition.

B.   Highest goal difference (goals for minus goals against) in matches between / among the tied teams, with a maximum of 5 goals difference per game counted both for and against; for example, if the score is 8-1, the calculation would be +5 goals for the winning team, -5 goals for the losing team.

C.  Least goals allowed in matches between / among the tied teams. 

D.   Highest goal difference (goals for minus goals against) in all games, with a maximum of 5 goals difference per game counted both for and against: see example in #2.

E.   Least total goals allowed in all games.

F.   Play-off match time and site to be determined by the 3rd VP. STYSA play-off rules shall apply in all such play-off matches (two standard overtime periods following regulation time) followed, if necessary, by FIFA kicks from the penalty spot. The CBYSA 3rd Vice-President may elect at his/her discretion some other option to break a tie if time does not allow for a play-off match.

The tie-breaking rules are to be applied progressively in any case of three (3) or more teams involved in a tie. That is, if three or more teams enter a sequence level tied, the top team will be identified with the tie-breaking progression. If two or more teams remain tied after the initial progression, then the process is to return to the first tiebreaker and begin the tie-breaking process again for the tied teams5.2.  

SPECIAL RULES OF PLAY

            The U11 and U12 Age Groups may have fewer players on the field than that specified in FIFA Laws of the Game:

5.2.1.    Age Group
A. A player with his / her parent’s and coach’s written permission, and in compliance with the local association/club/ league playing rules, may play in an older age group with the following exceptions;   a maximum of 3 true U10 players may be placed on any U11 competitive or U-12 Division III team and U9 or younger players, even though playing in the U10 age group, are not allowed to play up beyond the U10 age group.
 
B. Except as provided herein, no player may play in a younger age group than the age group for which he/she is eligible. If a medical condition exists (substantiated in writing by a licensed physician) that will prohibit or severely hinder a player from playing in his/her own age group, the player may seek special approval from his/her association/club/league board and CBYSA to allow the player to play down in a younger age group. All requests must be submitted to an approved by the STYSA Executive Committee prior to the player’s first game.
 
5.2.2.    The Field of Play
            5.2.2.1. Games played with 11 players on the field shall use fields that meet the requirements outlined in 5.1.1.
 
            5.2.2.2. Games played with 8 players on the field shall use fields that meet the requirements below;
 
                        A.   Size: 40 to 70 yards wide by 60 to 90 yards long.
                        B.  Goals:   21 feet wide by 7 feet high or 18 feet wide by 6 feet high.
                        C.   Center Circle:   8 yards in radius.
                        D.   Penalty Area:   14 yards by 35 yards
                        E.   Goal Area:   6 yards by 19 yards
                        F.   Penalty Spot:   9 yards and perpendicular from the midpoint of the goal line
                        G. Penalty Arc:   8 yards radius from the penalty spot.
 
5.2.3.    The Ball: #4
 
5.2.4.    Number of Players
 
A.           CBYSA has elected U11/U12 teams play 8v8; therefore, no U11/U12 team shall be allowed more than fourteen (14) or less than six (6) registered players at any given time. The minimum number of players on the field to start the game shall be six (6). Beginning Fall 2009
 
B.           Coaches must play each registered player that is present 50% of the game unless unable to do so due to player’s illness or injury or for disciplinary reasons.   In the event that a player is present but will not be playing, the coach must inform the referee and the opposing coach as to the reason the player will not participate prior to the start of the game. (see Substitutions 5.1.3.2. and 5.1.3.3.)
 
5.2.5.    Equipment (see 5.1.4.)
 
5.2.6.    Referees (see 5.1.5.)
 
5.2.7.    Duration of the Game
            The duration of the games is as follows:
            U11 = two 30-minute halves
            U12 = two 30-minute halves
 
            The half-time intervals shall be five (5) minutes.

5.3 SPECIAL RULES OF PLAY

The U6, U8 and U10 Age Groups may have fewer players on the field than specified in FIFA Laws of the Game.

5.3.1.    Age Group
A.   A player with his/her parents’ and coach’s permission, and in compliance with the local association/club/
league playing rules, may play in an older age group with the following exceptions; a maximum of (3) true U10 players may be placed on any U11 competitive or U12 Division III team, and U9 or younger players, even though playing in the U10 age group, are not allowed to play up beyond the U10 age group.
 
B.   Except as provided herein, no player may play in a younger age group than the age group for which he/she is eligible.   If a medical condition exists (substantiated in writing by a licensed physician) that will prohibit or severely hinder a player from playing in his/her own age group, the player may seek special approval from his/her local association /club/league board and CBYSA to allow the player to play down in a younger age group.   All requests must be submitted to and approved by the STYSA Executive Committee.
 
5.3.2.   UNDER 10 PLAYERS
(CBYSA has elected to play 6v6 in the U10 Age Group)
 
5.3.2.1. Field of Play:
Size:   30 to 50 yards wide by 40 to 60 yards long.
Center Circle:  7 yards in radius.
Penalty Area:   12 yards by 25 yards.
Goal Area:   4 yards by 16 yards.
Penalty Spot:   8 yards and perpendicular from the midpoint of the goal line.
Penalty Arc:   7 yard radius from penalty spot
 
5.3.2.2. The Ball: #4
 
5.3.2.3. Number of Players
 
A.  No U10 team shall be allowed more than ten (10) or less than six (6) registered players at any given time. The minimum number of players on the field to start the game shall be four (4). The maximum number of the players on the field to start the game shall be six (6).
 
B.  It is the policy of CBYSA to prohibit eleven (11) aside teams in U10 in both league play and invitational tournaments.
 
C.  Coaches must play each registered player who is present 50% of the game unless unable to do so due to player’s injury or illness or for disciplinary reasons.   In the event that a player is present but will not be playing, the coach must inform the referee and the opposing coach as to the reason the player will not participate prior to the start of the game. (see Substitutions 5.1.3.2 and 5.1.3.3.). 
 

5.3.2.4. Equipment (see 5.1.5.)

5.3.2.5. Referees (see 5.1.6.)

5.3.2.6. Duration of the Game:   Two twenty-five (25) minute halves. The half-time interval shall be five (5) minutes.

5.3.2.7. Fouls and Misconduct. There shall be no charging or intentional or reckless contact with the goalkeeper, fairly or unfairly, in STYSA sanctioned competition. Any such act will be considered “dangerous play” and punished accordingly.

5.3.2.8. Home Team (see 5.1.9.)

5.3.2.9. Inclement Weather Rule (see 5.1.10.)

5.3.2.10. Forfeit Policy (see 5.1.11)

5.3.2.11. Awards. Standings will be maintained (as of Fall 2009), and no trophies or awards will be given except for participation and/or sportsmanship at the clubs discretion.
 
(CBYSA has elected to play 4v4 in the U8 Age Group)
           
5.3.3.1 Field of Play:
Size:   25 to 50 Yards wide by 35 to 60 yards long, with the length longer than the width.
Center Circle:   5 Yards in radius.
Goals: The goals shall be the size of hockey goals up to 6 feet high by 12 feet wide. 
Penalty Area:   none
Goal Area:   3 Yards from each goal post and 3 yards deep.
 
5.3.3.2. The Ball: #3

5.3.3.3. Number of Players

A.    No U8 team playing on a single field  shall be allowed more than eight (8) or less than three (3) registered players at anygiven time. The minimum number of players on the field to start the game shall be three (3). The maximum number of the players on the field to start the game shall be four (4). There shall be no Goalkeeper.

B.    It is the policy of CBYSA to prohibit eleven (11) aside teams in U8 in both league play and invitational tournaments.           

C.    Coaches must play each registered player who is present 50% of the game unless unable to do so due to player’s injury or illness or for disciplinary reasons.   In the event that a player is present but will not be playing, the coach must inform the referee and the opposing coach as to the reason the player will not participate prior to the start of the game.

5.3.3.4. Dual Field Method:   The Dual Field Method is played on two side by side parallel U8 fields with a channel area separating the fields. The channel is designated as the bench area.    During the course of the matches on the two fields, played simultaneously, players may participate in either match.   For teams participating in the Dual Field Method, the maximum number of registered players is twelve (12). 

5.3.3.5. Equipment: (see 5.1.5.)
 
5.3.3.6. Referees: (see 5.1.6.)

5.3.3.7. Duration of the Game:   The game shall be divided into four ten minute quarters.   There shall be a two minute break between quarters one and two and another two minute break between quarters three and four.  There shall be a half-time break of five minutes between quarters two and three. 

5.3.3.8. Fouls and Misconduct:

A.   There shall be no penalty shots.

B.   All fouls will be penalized with indirect kicks.

C.   From the point of taking an indirect kick or corner kick, opponents shall not be any closer than Five (5) yards.

5.3.3.9. Forfeit Policy:   Provided there are at least three (3) players from each team present at game time there shall be no forfeit.   Coaches shall accommodate the situation to insure the game is played by sharing players.   If either team has fewer than three (3) players present, the game shall be abandoned, but no winner shall be declared or forfeit awarded.

5.3.3.10. Offside:   There shall be no off-sides.

5.3.3.11. Throw-ins:   If there is an infraction of the FIFA throw-in rule, the player throwing the ball in shall receive one additional throw-in after correcting instruction from the referee.   If the player violates the FIFA throw-in rule on his/her second throw-in, then the opposing team shall be awarded a throw-in. 

5.3.3.12 .Awards:   Standings will not be maintained, and no trophies or awards will be given except for participation and/or sportsmanship.

 
(CBYSA has elected to play 3 v 3 in the U6 Age Group)
 
5.3.4.1. Field of Play:

Size:   15 to 20 Yards wide by 20 to 30 yards long with the length longer than the width.
Center Circle:   3 Yards in radius.
Goals: Goals shall be approximately 4 feet tall by 6 feet wide.   Hockey goals may be used or cones Spaced 6 feet apart may be used.
Penalty Area:   None
Goal Area:   None

5.3.4.2. The Ball: #3

5.3.4.3. Number of Players

A.    No U6 team playing on a single field shall be allowed more than six (6) or less than three (3) registered playersat anygiven time. The maximum number of players on the field to start the game shall be three (3). There shall be no Goalkeeper.

B.    It is the policy of CBYSA to prohibit eleven (11) aside teams in U6 in both league play and invitational tournaments.

C.    Coaches must play each registered player who is present 50% of the game unless unable to do so due to player’s injury or illness or for disciplinary reasons.   In the event that a player is present but will not be playing, the coach must inform the referee and the opposing coach as to the reason the player will not participate prior to the start of the game.

5.3.4.4. Dual Field Method:   The Dual Field Method is played on two side by side parallel U6 fields with a channel area separating the fields. The channel is designated as the bench area.    During the course of the matches on the two fields, played simultaneously, players may participate in either match.   For teams participating in the Dual Field Method, the maximum number of registered players is ten (10).

5.3.4.5. Equipment: (see 5.1.5.)

5.3.4.6. Referees: (see 5.1.6.)

5.3.4.7. Duration of the Game:   The game shall be divided into four eight minute quarters.   There shall be a two minute break between quarters one and two and another two minute break between quarters three and four. 

There shall be a half-time break of five minutes between quarters two and three.

5.3.4.8. Fouls and Misconduct:

             A.   There shall be no penalty shots.

             B.   All fouls will be penalized with indirect kicks.

             C.   From the point of taking an indirect kick or corner kick, opponents shall not be any closer than three (3) yards.

5.3.4.9. Forfeit Policy:   Provided there are at least three (3) players from each team present at game time there shall be no forfeit.  Coaches shall accommodate the situation to insure the game is played by sharing players. If either team has fewer than three (3) players present the game shall be abandoned, but no winner shall be declared or forfeit awarded.
 
5.3.4.10. Offside:   There shall be no off-sides.

5.3.4.11. Throw-ins:   For U6, the ball will be returned to play by an indirect kick taken from the touchline where the ball exited the field of play.   STYSA sanctioned tournaments will use throw-ins.

5.3.4.12 .Awards:   Standings will not be maintained, and no trophies or awards will be given except for participation and/or sportsmanship. 

5.3.4.13. Coaches on the Field:   Coaches may not be on the field of play during the conduct of the game.

5.3.5. RECREATIONAL ACADEMY PROGRAM.

A Recreational Academy (Academy) is a club organized program that uses defined curriculum and qualified staff to teach individual skills to Division IV Under-10 and/or Under-9 youth players in a team training format that is in an age appropriate learning environment.

A STYSA Academy Committee (comprised of the State Director of Coaching, an Eastern District representative, and a Western District representative) will be responsible for oversight of Recreational Academy programs within STYSA. Oversight will include, but not be limited to, approval of Academy applications and review of an Academy’s ongoing operations. This committee will be a sub-committee of the Recreational Committee.

 

5.3.5.1 A Recreational Academy must comply with the following:

A.  Application to operate a Recreational Academy

B.  Clubs wishing to establish a Recreational Academy must obtain sponsorship of their local Member Association and approval from South Texas Youth Soccer Association.

C.  Each club must submit a clear mission statement, program curriculum along with the names and qualifications of all Academy staff to the STYSA Academy Committee for approval on an annual basis. After review and approval, such documentation will be kept on file at the STYSA State Office.

D.    Applications to operate a Recreational Academy must be submitted to the STYSA State Office no later than the last day of May to be considered for the following seasonal year by the committee.
 

5.3.5.2 Eligibility to Operate and Player Registration

Clubs may provide both Recreational Academy and traditional recreational programs. Sign up and registration for the Academies is open to any age eligible player from within the club. The number of players eligible to participate in an Academy shall be based upon the number of teams being formed. A player may not be excluded from participating in an Academy program for any other reason.  

5.3.5.3. Team Formation

Academy teams must be formed using the same criteria found in 3.4.2.2 Division IV Team Formation Requirements.

5.3.5.4. League Play

Academy teams will participate in a Recreational Plus League against other Academy teams. Recreational teams may choose to participate in a Recreational Plus League if they desire.
 
5.3.5.5 Tournament Play
Academy teams participating in invitational tournaments may only play against other Academy teams. Invitational Tournament organizers must establish a level of play to accommodate Academy teams to avoid impacting non-Academy recreational teams. Recreational teams may choose to participate in a Recreational Plus level of play if they desire.
